Prior to Governor Ed Rendell’s $61.7 billion budget getting adopted in June 30, 2009 there are likely to be a number of transformations. The various features which might be modified can be anything ranging from the amount of money that will be pumped in to the economy by the Federal Stimulus package.
However, there are a number of measures that the governor brings up with the budget. On Thursday, he stared with a tour to state college campuses with an aim to advertise a new tuition relief plan, where he claimed to arrange for funds for the tuition relief plan by legalizing, taxing and regulating thousands of video poker machines put up in the bars, restaurants and in a number of private clubs.
Though, Governor Rendell’s intent of taxing video poker devices, which now operates in black market is ideal and intelligent; his idea of how the money thus earned should be spent does not seem intelligible.
If such a proposal will be used by the legislature, nearly 90,000 poker machines will be accountable to generate a complete funding of $550 million a year for nearly 175,000 Pennsylvania college students who are from families with an income under $100,000.
This funding will help the students to attend a community college or to be able to enroll and get educated in one of the 14 universities in the State System of Higher Education and therefore the money will be used for this funding program.
Past measures to legalize these machines have failed; however, the Gaming Control Board is at present trying to protect casinos competition from neighboring regions.
